Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the presentation of a new 28-article proposal for ending the war appeared – momentarily – to have been contained. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: a renewed assault of missile and drone strikes on Kyiv.
The Cycle of Negotiation and Warfare
The succession of opposing developments captured the bleak nature of the recent timeframe. By day, political struggles are waged: hopeful statements are issued from various governments. Significant resources is allocated on containing certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, war remains the key method for achieving "settlement".
Nocturnal Warfare
As Russia's attack progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is able to track rocket firings from Russian territory, a ability provided through current data. From vantage locations, military aircraft that had been deployed to intercept incoming cruise missiles streaked across the sky – sophisticated military planes supplied to Ukraine by European allies.
Moments later, Kyiv's air-defence systems activated: multiple launches deployed against a hostile projectile. This was a modern interception technology at work, probably provided by allied countries. Every launch creates sudden vibrations, causing tremors. The moment of terror quickly transforms into grim resignation: perhaps the hostile projectile won't cause damage this time, preventing destruction from ruin and further power outages.
Persistent Threats
Following this, a large-caliber weapon fired at a unmanned aircraft somewhere nearby, part of a rapid response unit – most likely allied-provided weaponry. Regrettably, the projectiles didn't strike the opposing UAV – it maintained course toward its target.
Intermittently, this persisted until dawn. Kyiv greeted the daybreak reports: multiple fatalities, devastation and heating outages in multiple buildings as a result of the night's assault. As customarily, everyone still went about their day – enduring hostilities. But those full day encapsulated Ukraine's essential dependence on external assistance – a need that European nations are evidently unprepared to substitute in the immediate future.
Ineffective Peace Efforts
The comprehensive proposal from American leadership provoked deep reactions, discussion and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.
Every new initiative from Washington follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They contain the crisis but never actually win the battle. This trend will, undoubtedly, continue.
Strategic Calculations
It is easy to blame certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. US administration functions according to a principle well known to experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration assumes that it is impossible to compel Moscow to surrender the land that it already controls in Ukraine's south or east.
The problem is that while accepting these circumstances, US leadership does nothing to deter Moscow, through words or deeds, from believing that the status quo will not shift further in its benefit in the coming year.
Opposing Positions
Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its partners are nearing depletion. Their motivation to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's leader remains highly assured in the conclusion.
On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding lives and land but averting a complete military breakdown until situations evolve in its benefit.
Present Conditions
Factually, there are no genuine requirements for a truce. Now, individual motivations are entering the equation: personal goals to negotiate peace and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unsuitable, so that their priority does not shift toward internal issues. And although their mission will now be significantly challenging after current events, it remains highly unlikely that this will change their overall approach.
These opposing factors are guiding negotiations.
Assessment and Future
It took a only one week to kill the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, latest revelations, all did their job.
While new proposals based on old ideas are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate specific hesitation to change the course of events, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, mainly require continued Western support.
